Prague Operational Programmes
In the 2007-2013 programming period, only the Capital City of Prague falls into the Regional Competitiveness and Employment objective; the Convergence objective pertains to the other regions. For Prague, two operational programmes (OP) fall under the Regional Competitiveness and Employment objective: OP Prague Competitiveness and OP Prague Adaptability.
€ 419.1 million has been earmarked for the entire Regional Competitiveness and Employment objective. Only € 343.3 million has been earmarked for the operational programmes for Prague; the remaining resources for the Regional Competitiveness and Employment objective have been divided up via the multi-objective thematic operational programmes (Integrated Operational Programme, OP Human Resources and Employment, OP Education for Competitiveness, OP Technical Assistance). This multi-objective programmes will be implemented across the whole of the Czech Republic, including Prague.
The two OPs intended exclusively for Prague have a combined character of regional and thematic programmes: they are intended for one region only and pertain to a broader range of problematic areas than the relatively narrowly focused thematic programmes of the Convergence objective do, but still differentiate between investment and non-investment projects.
The managing authority for both Prague operational programmes of the Regional Competitiveness and Employment objective is the Capital City of Prague.
What projects can be financed by the Prague operational programmes?
The following examples of supported projects cannot be deemed exhaustive, but purely as examples of activities that can be financed under the various priority axes or areas of intervention.
For example: development of tramways; construction of catchment area parking lots; construction of bicycle paths; development of internet connections to residential housing and small companies; development of municipal administration e-services; renewal of contaminated, abandoned and old industrial sites and property (brownfields); revitalisation of water courses and reservoirs; construction of anti-flood measures, sound-proof walls along roads, and energy saving measures in buildings; use of waste heat and renewable energy resources; development of centres of innovation; support of partnerships among research institutions, Academy of Sciences of the Czech Republic, universities and businesses; support of establishing technologically oriented companies; support of small and medium businesses; etc.
Such projects are co-financed from the European Regional Development Fund (ERDF), i.e., investment (infrastructure) projects.
For example: educational programmes and courses, especially in the fields of information and communication technologies, communication skills, sustainable development and language knowledge and skills; preparation and innovation of methodologies and instruments of further education; support for building human resource capacities in research and development; training and advisory related to establishment of new companies; proposal and dissemination of innovative and more productive forms of work organisation; education and professional training of public administration employees of the Capital City of Prague; programmes for integrating socially disadvantaged individuals in the job market; support of further education of social service workers; development and innovation of educational programmes at secondary schools and colleges; development of cooperation among schools, businesses, universities and research and development institutions; support of afternoon educational programmes at schools with an emphasis on development of key competencies; development of distance and combined forms of learning; increasing qualification of educators; etc.
These are projects co-financed from the European Social Fund (ESF), i.e., non-investment (non-infrastructure) projects.
The above overview of supported activities is only demonstrative; a detailed list is provided by the operational programmes and related implementing documents, in which it should be verified who is defined as a possible aid beneficiary for which type of supported activity.
