Operational Programme “Technical Assistance”
The Operational Programme “Technical Assistance” (OPTA) is intended to support a consistent approach on the national level that guarantees effective management, control, monitoring and assessment of the National Strategic Reference Framework (NSRF), which covers operations under economic and social cohesion policies in the Czech Republic for the period 2007-2013.
The Czech Republic utilises in full the assistance provided by EU funds in the framework of cohesion policy. It guarantees effective central management and coordination of the operational programmes of the Czech Republic for the 2007-2013 period, including adherence to the principles of proper financial management.
The Operational Programme “Technical Assistance” (OPTA) is one such programme contributing significantly to guaranteeing central management and coordination. It is conceived as a multipurpose programme in the framework of the Convergence Objective and the Regional Competitiveness and Employment Objective. It is an instrument making NSRF management and coordination as well as the resolution of horizontal topics possible.
The objective of OPTA is first and foremost to strengthen and improve a consistent central management and coordination of programmes co-financed by EU funds on the level of the Czech Republic and, thereby, contribute to ensuring the fulfilment of the objectives set out under the NSRF for the 2007-2013 period and, furthermore, to improve the overall level of management and monitoring of the implementation of EU funds while respecting the principals of proper financial management, to reinforce administrative and absorption capacity and to ensure that the general public and professionals are aware of the assistance provided by the EU.
