Who Is in Charge of the OP Human Resources and Employment?
The managing authority of the OP HRE is the Ministry of Labour and Social Affairs of the Czech Republic - Department 72.
How Is the OP HRE Financed?
The OP HRE is financed from the
European Social Fund (ESF).
The operational program Human Resources and Employment (OP HRE) falls within the multi-objective thematic operational programs. It is financed in particular from the finances of the Convergence objective but in the fields of labour market policy, modernization of public administration and public services and international cooperation, it is financed also from the finances for the Regional Competitiveness and Employment objective and in these fields, the eligible territory is hence also the Capital City of Prague. The total amount of EUR 1.84 million is reserved from the EU funds for the OP HRE, which amounts to approximately 6.80 % of all finances intended for the Czech Republic from the EU funds. In addition, the program financing is to be increased by another EUR 0.32 billion from the Czech public sources.
What Projects Are Financed from the OP Human Resources and Employment?
The OP Human Resources and Employment includes 6 priority axes dividing the operational program into logical units and those are further specified by means of the so-called areas of support, which define the types of projects that may be supported within the respective priority axis.

Adaptability
The amount of EUR 525.4 million is reserved from the EU funds for the priority axis 1, i.e. 28.6 % of the OP HRE.
For example, further professional education supported by employers, creation of new educating programs for employees including the preparation of company lecturers and instructors, application of flexible forms of work organization, etc.
Active Labour Market Policy
The amount of EUR 605.8 million is reserved from the EU funds for the priority axis 2, i.e. 33.0 % of the OP HRE.
For example, retraining, intermediation of employment, balance and work diagnostics, support of community service and short-term work opportunities, provision of expert practice, support of new forms of employment for asserting of women and young people on the labour market, support of self-employed persons just starting out, development of special additional training programs for employees of the network of balance diagnostic workplaces for the needs of employment services, creation, realization and extension of specific integrated training programs for the social (work) integration of job candidates endangered by social exclusion, support of the institutional and methodical background for development of systems forecasting changes on the labour market and coping with gradual as well as sudden changes in the employment, etc.
Social Integration and Equal Opportunities
The amount of EUR 398.6 million is reserved from the EU funds for the priority axis 3, i.e. 21.7 % of the OP HRE.
For example, provision of social services and support of other tools leading to social integration and prevention of social exclusion, transformation of the residential facilities for the target groups of people, implementation of the quality improvement process, control and ensurance of availability of social services, educating programs, courses, expert training for those socially segregated, consulting programs to activate and motivate those socially segregated when looking for a job, consultancy for employers in the field of non-traditional jobs for women, non-discriminating approach, making available the offer of further education, retraining and increasing the women's qualification, development of distance forms of studies, etc.
Public Administration and Public Services
The amount of EUR 195.1 million is reserved from the EU funds for the priority axis 4, i.e. 10.6 % of the OP HRE.
For example, more effective management of human resources in public administration, including the educating of employees from public administration authorities, politicians including the representatives of territorially self-administrating units, methodologists and trainers for public administration, application of modern methods of improving the performance, quality and transparency of public administration and public services, etc.
International Cooperationce
The amount of EUR 39.0 million is reserved from the EU funds for the priority axis 5, i.e. 2.1 % of the OP HRE.
For example, an exchange of experiences and transfer of good practice between the member states in issues concerning the material focus of the ESF, creation of thematic networks focused on the solution of a specific problem, etc.
Technical Assistance
The amount of EUR 73.5 million is reserved from the EU funds for the priority axis 6, i.e. 4.0 % of the OP HRE.
Financing of activities connected with the program management, for example wages of employees engaged in the OP HRE management, selection of projects, monitoring of projects and of the program, processing of studies and analyses, program publicity, support for the ability of prospective beneficiaries to draw finances from the program, etc.
